HS1 made to lower its charges, saving money for Eurostar!
The Office of Rail and Road (ORR) has directed HS1 to reduce its charges to train operators between London and the Channel Tunnel, from April 2025. This should result in savings for freight and passengers of some £5m over and above HS1’s own proposals last year. The regulator ruled that HS1’s proposals did not meet its duties for efficient spending.

The HS1 line is owned by private investors and runs from London through Kent to the Channel. It is used by Eurostar international trains as well as domestic Southeastern services between London and Kent, and freight trains. The company is publicly owned and receives a significant taxpayer subsidy.
The move by the ORR may also benefit Kent, as the BBC reports that lower charges could result in more domestic trains, operated by Southeastern, using the country’s only high-speed line.
